Air Conditioning Possibly Disrupted by Foam Pad?

Hello. A quick question here. I recently have been experiencing some dripping onto my AC from the up stair neighbors. Nothing serious, no problems effect my AC, just a pestering noise. I looked into it and there are foam pads that magnetically attach on the top of your AC, to muffle noise. I read in a thread about them someone saying you must cut it not only to the size of the AC's top, but to cut marks in it to match the ventilation holes/lines on the top of the AC. Is this true? If I have ventilation lines on the top of my AC, can I still just put the pad down on top of it without an effect to the AC quality? Are there not ventilation holes on the sides and bottom?
