Technical question about frozen evap coils

There is an under counter fridge in the kitchen at my work. These units are very old and are in the process of being replaced. This under counter has three swing doors with three evaporator coils but there is only one thermostat.

The coils were frozen and we killed power to the compressors to defrost them overnight. Actually we also found the suction line to the compressor iced up too. My supervisor said this is definitely not due to low charge or a leak but rather the thermostat that I mentioned earlier. Basically, he believes that because of the bad thermostat, the evap coils froze. These evap coils have their own TXVs and thermal bulbs too.

How does this one bad thermostat cause the evap coils to freeze up?
