Home refrigerator-GE GSH25JSXN SS-freezer gets cold, but not cold enough.

Recently bought it used from a guy that works on em as a side gig, so I’m not expecting professional refurbishment from him or something like that. I know how to troubleshoot things, and know the core basics of how refrigeration works, but don’t know anything else beyond that. Wanted to run this by you guys and get opinions.

Anyhow, ice cream is melty, some frozen things are partially thawed, while other things stay frozen...I’m thinking that the freezer is JUST BARELY not cold enough to do its job properly. Unfortunately I can’t confirm yet as I don’t have a thermometer i can throw in there. Fans pushing air into compartments seem to be working well. I feel air blowing and it’s cold, but idk...seems like it’s not cold enough?

Pulled the fridge out and poked around behind. There was dust buildup on the condenser coils(?) so I just now cleaned that up as I know that excessive dust hampers cooling ability. Also, I found something that seems to be a problem. There seems to be a slow leak coming out of the pipe right by the compressor. The fluid is oily and that concerns me...it looks like the copper pipe solder/sealing point is failing.

What should my next course of action be? I’m assuming that this oily fluid is the refrigerant that makes this thing work, right? Is it possible to add more solder to seal the copper and then replenish the fluid? How does this shit work exactly? Lol
