Room temperature is important for filling refrigerant ??

Hi, there

I have a question about the effects of room temperature while filling refrigerant.

In usual, we fill the refrigerant into chiller with room temp. 23 degree Celsius (C)

But some how, when room temp. became 21 degree(C), the pressure got too high inside the chiller.

When room temp. became 29 degree(C), the pressure of chiller is ok, but the temp. of compressor became higher (from 90 -> 95 degree (C))

how to solve these problem?? and why??
