How do I analyze a system to make sure it's working properly?

I'm taking over responsibility for a system that's been down for awhile and I want to make sure I get it up and rolling properly.

It's a chill water system with 134A and a few units. I have one of the units rolling and it looks pretty good to me. Suction pressure is 25 and discharge is 120. There are two TXVs and the superheat after each of those runs through the chiller is 10 and 15F, superheat after it runs through the economizer and just before compressor suction is 20F. Difference between chillwater in and out is around 8 degrees.

I'm pretty happy with how this one is running, but I'd like to have everything operating optimally. What do I need to be checking to make sure it's running the way it is supposed to?

The other unit I've been working on has a lower suction pressure, about 10psi, doesn't seem to run as well, getting icing on the suction side of the compressor. What should I be checking for here? How do I get he suction pressure up?
